Sales tax: set by each province

Since services are taxed by the provinces, the sales tax on a restaurant bill depends on where you eat. Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan each have their own revenue authority, and Islamabad has its own arrangement. Rates and rules change in budgets, so the rate printed on your bill is the one to check rather than a number you remember from last year.

Two things are worth knowing:

  • Card and cash can differ. Some provinces have charged a lower rate on card payments to encourage digital payments. If the bill shows the cash rate and you are paying by card, ask the cashier to apply the card rate where it exists.
  • Tax goes on once. Tax should be calculated on the subtotal after any discount the restaurant promised, and not again on top of a service charge unless the rules where you are say so.

Service charge is not a tax

A service charge is the restaurant’s own charge, not the government’s. Where a restaurant adds one, it should be stated clearly on the menu, so you know before ordering. If it was not disclosed and appears on the bill, it is reasonable to ask about it politely.

A service charge is also not the same as a tip. Whether staff receive it is a matter for the restaurant; if you want to make sure a waiter gets a tip, giving it directly is the simplest way.

A one-minute bill check

Before paying, especially for a group:

  1. Count the items. Make sure every dish and drink is one you ordered, at the quantity you ordered.
  2. Compare with the menu. The dine-in menu price should match the bill; a delivery or app price should not appear on a dine-in bill.
  3. Check the discount. If you used a deal or a bank card offer, make sure it was applied and that the deal items are the ones listed.
  4. Recalculate the tax. Multiply the taxable amount by the rate printed on the bill; small differences from rounding are normal, large ones are not.
  5. Look for a POS invoice number. Many larger restaurants are integrated with the tax authority’s point-of-sale system and print a verifiable invoice number or QR code.

If something is wrong, ask for a corrected bill before you pay. It is much easier to fix at the table than afterwards.
